By 14:00 CET, only 5.58 percent of registered voters in Smederevo have participated in the referendum on the construction of a new refinery. President of the Referendum Commission Vesna Kolaric said that there are 97,366 registered voters, including prisoners in Smederevo who have residences in the town. Low turnout in refinery referendum There are a total of 78 open polling stations. The referendum was organized on the initiative of the opposition parties in Smederevo—the Democratic Party of Serbia (DSS), Serb Radical Party (SRS), Serbian Progressive Party (SNS) and the coalition for a better Smederevo—who gathered enough signatures on a petition for holding the referendum. The refinery in Smederevo’s industrial zone, would be built on 120 hectares by the American-Dutch Comico Oil consortium. The industrial zone is located three kilometers from the town center. The ruling coalition in Smederevo supports the construction of the refinery and has advised their supporters to stay home today and not vote in the referendum. The citizens are divided between the jobs that the refinery would provide and the environmental problems that could result because of it. Experts claim that the work of the refinery would be completely safe environmentally, and the refinery would be built with the latest technology that is up to all environmental protection standards. The consortium offered USD 4.25mn for the land in the industrial zone and has already singed a memorandum worth USD 15mn with the Transnafta company for building a gas pipeline from Pancevo to Smederevo. The refinery would employ 700 people and 2,000 workers would be hired to build it. If the project falls through, Comico Oil would look to build either in Kovin or Pozarevac.
