A Kosovo Albanian government officials says that Serbia’s “lawsuit against Kosovo's independence” before the ICJ had “slowed down the process of recognition”. Skender Hyseni, appointed by the government in Pristina as its foreign minister, was quoted as saying today that the ICJ case “provided an excuse for many countries that still haven’t recognized Kosovo to ask for more time to make a decision”. “ICJ case delays recognition process” The highest UN court is expected to give its advisory opinion later this year on the legality of the Kosovo Albanian unilateral proclamation under international law. Hyseni expressed his optimism as to the outcome, and said he “absolutely” expected the recognitions to “accelerate” after the ICJ announced its decision. “There will be more space for recognitions. Things concerning international recognitions of Kosovo will to a large degree become clearer after the court’s opinion,” he pointed out. According to Hyseni, Pristina was, “together with the major world powers and those countries which were leading the process of Kosovo independence“, intensively preparing to lobby for recognitions after the ICJ rules. “I don't intend to speak publicly about actions which Kosovo is planning to take together with its sponsors, because I don't want to damage any processes in connection with Kosovo and the future of Kosovo,“ said he.
