Parliament adopts laws, budget revision

The Serbian parliament on Tuesday the Law on Emergency Situations, reports said. The legislation is aimed at regulating and providing security for citizens during emergency situations and also establishes a unique integrated system of protection and rescue. MPs also voted to adopt the revision of the 2009 budget that envisages expenses of RSD 719.8bn, revenues of RSD 614.9bn, and a deficit amounting to RSD 104.8bn. The main characteristic of the proposed budget revision for 2009 was to keep the total level of public expenses and considerably reduce the revenues compared to the amount envisaged by the revision adopted in April. The budget revision is based on the current macroeconomic trends, revised projections for 2009 and the 2009 economic policy. It was stated in the explanation of the act that one of the consequences of the global financial crisis in Serbia is that the budget goals and principles in the domain of public finances management are jeopardized, particularly in the implementation of the budget that entailed a need for a new revision. MPs also adopted three judiciary laws and amendments to the Law on Security-Information Agency (BIA). The laws and amendments are in harmony with the new organization of courts and prosecution and they will come into force on January 1, 2010, reports from parliament said. The amendments to the Law on BIA envisage that the Supreme Court of Cassation will act and decide upon BIA's recommendations regarding the enforcing of measures which deviate from the principles of secrecy of letters. The amendments to the Law on BIA are the result of the changes in the organization of courts, i.e. the introduction of the Supreme Court of Cassation that will replace the current Supreme Court of Serbia, which will stop operating on December 31. For security reasons and based on the decision of the court, BIA can enforce certain measures against some physical and legal persons which deviate from the secrecy of correspondence and other means of communication, according to the new legislation.
