State parliament MPs will be voting on the 2010 budget draft on Monday. It is still not known whether a majority will be secured, because the four MPs of the Alliance of Vojvodina Hungarians (SVM) have decided to vote against the draft. Parliament to vote on budget Monday SVM official Balint Pastor told B92 that this was the first year that the constitutional obligation for Vojvodina to receive seven percent of the state budget was respected, but only formally. He said that 42 percent of the sum is expected to go to capital investments in the province, which was not respected in the budget draft. “We presented these arguments about tens days ago and we talked about it twice with the Finance Minister, who showed a readiness to talk, but an agreement was not reached,” Pastor said. “If the budget draft is harmonized with the constitution, we will happily vote for it. If it stays in this form, we will not be able to support it,” he said. Ruling coalition official Nada Kolundzija said that she hopes that the budget will receive the needed majority, but did not to say whose votes she believes will replace the SVM’s. “It is in the best interest of the citizens for the parliament to adopt the budget, and I believe that many MPs will abide by these interests,” she said. “I believe that the demand of the Vojvodina Hungarians is not a question for the budget, and that the state budget is fully respecting its constitutional obligations regarding the amount of funds set aside for the autonomous province of Vojvodina,” Kolundzija said. According to earlier statements of National Bank of Serbia Governor Radovan Jelasic, the budget must be adopted by December 21, which is when the International Monetary Fund (IMF) board of directors will hold a meeting to discuss its financial program with Serbia for 2010.
