Daily: Agreement between EULEX, MUP

Pristina daily Koha Ditore writes that an agreement for police cooperation will be signed between EULEX and the Serbian Interior Ministry (MUP). The daily states that the Kosovo institutions will be completely excluded from this agreement. Daily: Agreement between EULEX, MUP According to the daily, the protocol which needs to be signed contains decisions for police cooperation and exchanging information in the goal of fighting organized crime, "cross-border crime" and other illegal activities. “The protocol will be signed by one EULEX official and one official of the Serbian MUP, while the Kosovo officials are left out of the process completely,” the daily writes. It states that the protocol regulates cooperation between EULEX and the Serbian MUP in accordance with “Resolution 1244 and the decision of the European Union Council of Ministers, which the mandate of the EULEX mission is based on.” “As a relevant document for cooperation, the protocol mentions the report of the United Nations Secretary General from November 24, 2008, which cites the dialogue in Belgrade for cooperation in six sectors: police, customs, justice, traffic and infrastructure, borders and Serbian heritage,” the daily states. EULEX officials did not deny the possibility of such an agreement being signed, according to Koha Ditore, which reminds that EULEX has authorities which were agreed on when the mission arrived to Kosovo. “The protocol for police cooperation with Serbia, like those that will be signed with all other countries, has the goal of simplifying the exchange of information on the level of the police,” EULEX spokesperson Christophe Lamfalussy said. He added that this cooperation is necessary because it will make the exchange of information easier between Kosovo and Serbian police, which should help stop crime and murderers from crossing the borders into different territories in order to escape from police. The Kosovo government stated that EULEX does not have the mandate to sign international agreements and that it was not informed of any agreement between EULEX and the Serbian MUP. Kosovo government spokesperson Memli Krasniqi said that the Kosovo institutions are the only ones with the authority to sign international agreements, adding that the Kosovo government “will stop the implementation of any protocol of this nature, if EULEX makes such a mistake.” Koha Ditore states that the Kosovo government has had information for two months already that EULEX will be signing some kind of protocol for police cooperation with Serbia. The EULEX mission headquarters told the daily that “there have been no negative reactions and the final go-ahead is expected to be given from Pristina for the signing of the protocol".
