As a guarantee for visa liberalization, Brussels wants Serbia’s passport issuance system to act as a barrier to the spread of crime into the EU, says Blic. Simply speaking, the European Commission has misgivings about the Serbian document issuance procedure, and is concerned that passports could be dealt out to “all and sundry.” EU seeks further passport guarantees Interior Minister Ivica Dacic is expected to offer further responses, as well as a guarantee that EU member-states will not be subjected to the spread of crime and corruption from Serbia. The daily understands that as far as Kosovo is concerned, the issue is of a technical nature and pertains to Belgrade’s proposal that passports issued there should carry a different numbering system. The problem with issuing passports to citizens living in Kosovo has been a long-standing one. The daily understands from well informed sources within the Serbian government that a number of EU member-states earlier asked Belgrade not to issue passports to Kosovo Albanians at all. However, Belgrade was unable to fully satisfy their demands as it still considers Kosovo as a part of Serbian territory—hence, the proposal to apply a different numbering system.
