According to NATO, the situation in Kosovo is, on the whole, stable, though some regions, especially the north, are very fragile. Summarizing the findings of a recent meeting of NATO chiefs, Admiral Giampaolo Di Paola said that he was convinced that KFOR and EULEX “are capable of maintaining the security situation regardless of certain sensitive regions.” NATO: Kosovo situation is stable Di Paola said that “information coming from Kosovo” suggested that the process of forming the Kosovo Security Forces was going well “with NATO help.” He said that “the formation of the first echelon of the Kosovo Security Forces is under way.” “We are satisfied with this and we hope that these forces will be an element of stability,” Di Paola said. The president of the NATO military committee said that “EULEX is becoming increasingly capable of performing its tasks of supporting the Kosovo police, and, essentially, creating the institutions of the rule of law in the country.” The admiral added that EULEX Chief Yves de Kermabon told NATO officials in Brussels that “he hopes that the situation is developing positively.” Asked whether KFOR’s further duties were being dictated by possible reductions or withdrawals of certain NATO member-state contingents from Kosovo, he replied that there would no political evaluation of these issues until June. He said that every Alliance member had sovereignty to make its own decisions regarding participation in KFOR. However, he added that while no political decision had been taken yet, talks were ongoing regarding further developments regarding the KFOR mission. NATO ministers will meet in June to discuss the current situation, with a political decision expected afterwards. Asked to comment on Russia’s statement that the relationship between NATO and Russia had returned to “pre-Cold War status,” Di Paola said that he “trusted what the NATO secretary general had stated.” “And that is that the Atlantic Alliance is sorry that relations with Russia, as a result of what is happening in Georgia, are not developing as we would like,” he said. He said that NATO wanted and “is genuinely working to forge relations with Russia and we hope that this will be the case.” “NATO wants to restore ties and is certainly not pushing for a cold war nor a pre-Cold War situation. However, the Atlantic Alliance hopes that the Russian side agrees,” Di Paola said.
