UNMIK spokesman Aleksandar Ivanko has confirmed that the UN mission has sent invitations to Pristina and Belgrade to talks on technical issues. Ivanko said that a meeting was planned to take place next week, but that an exact date would be set once the two sides had sent their replies. He said that the first meeting would focus on cultural and historical heritage in Kosovo. Asked about Belgrade officials’ position that they would only discuss status-related issue with the Kosovo side, Ivanko said that “Belgrade will decide for itself whether to take part in the talks,” adding that the proposed themes were of “great interest” to the Serbian side. “Cultural heritage is a problem that needs to be resolved, the UN secretary-general mentioned it in his report. [UNMIK Chief Lamberto] Zannier plans to visit Belgrade ahead of the UN Security Council session in March. The reason for his trip to Belgrade is to talk with Serbian officials about his report to the Security Council,” said the spokesman. Zannier himself said earlier that UN Secretary General Ban Ki-moon’s report, adopted in November, would be the basis of technical talks between Pristina and Belgrade. After talks with Kosovo President Fatmir Sejdiu and Prime Minister Hashim Thaci, Lamberto Zannier said that the Security Council report was a comprehensive document containing many elements—the six-point plan, UNMIK reconfiguration, EULEX’s role and many other issues that needed to be resolved. “I don’t believe that it contains any orders. It’s a free decision what positions they’ll take. I don’t see it as a negotiating process. That’s a matter of Kosovo-Serbian relations which can develop in various ways,” said Zannier. He dismissed the possibility of pressuring the Kosovo side into sitting down at the negotiating table with Serbian officials. On the other hand, the press claims that Kosovo leaders have emphasized that there has been no change in positions when it comes to discussions about technical issues.
