Montenegrin Interior Minister Jusuf Kalamperovic says that the deadline for Serbia to submit a proposal for a new citizenship law expires on Saturday. The Montenegrin government will consider the Serbian proposal to continue talks if such a proposal arrives, but it will also continue to implement its existing laws if no proposal arrives by then. Dual citizenship deadline expires on Saturday “Montenegro has not received a dual citizenship proposal from Serbia, and we sent our proposal in December of last year,” Kalamperovic said. Negotiations between Belgrade and Podgorica on dual citizenship began in October 2008 and finished in November with announcements that an agreement would be signed by the end of the year. It was agreed at the time that all citizens receiving dual citizenship by October 22 could keep it, but that after that date, Montenegrin citizenship would only be offered to those who had renounced their Serbian citizenship. Montenegro cannot strip anyone of their Montenegrin citizenship unless it receives the necessary information from Serbia. However, Serbia has no obligation to inform Montenegro of whom it has approved citizenship. If the two countries fail to sign an agreement, each country will continue to implement its own laws related to the issue.
