Human and Minority Rights Minister Svetozar Ciplic says that the overall budget funds set aside for the Roma population will reach RSD 1.1bn. Despite the austerity measures introduced in 2009, this will be an increase on sum set aside for the same purpose from the 2008 budget. Minister announces more funds for Roma Ciplic explained that the money from the budget amounts to the spending of all the ministries that are engaged in improving the position of Serbia's Roma – or Gypsies – while the government sought not to apply its restrictive policies "to quite each situation". According to the minister, other vulnerable groups whose funding won't be cut but slightly increased include disabled persons and those with special needs, Roma, women, children and HIV-positive patients. Ciplic also said that the 2009 budget funds set aside for these categories will be spent mostly through state-organized projects and campaigns, particularly those that aim to improve the beneficiaries' social and healthcare status.
