The EU needs to send a message to Serbia that full cooperation with the Hague Tribunal remains essential for EU membership, says Human Rights Watch (HRW). Ahead of the EU ministers’ meeting in Brussels on December 8 and 9, where a declaration on strategic EU expansion is expected to be adopted, HRW stresses that “the unquestionable progress Belgrade has made in arresting and extraditing Hague fugitives should not be mistaken for full cooperation with the Tribunal.” HRW: No EU without full cooperation “It merely proves that permanent EU influence on Serbia is the only way for the remaining fugitives, Mladic included, to be brought to justice at The Hague,” says Lotte Leicht from HRW’s Brussels office. While noting that the Serbian authorities arrested Stojan Zupljanin and Radovan Karadzic earlier this year, HRW says that it is “an important development but it does not constitute full cooperation.” Stating that Serbia signed the Stabilization and Association Agreement in April 2008 as the first step in the association process, HRW stresses that the EU has, on more than one occasion, has made it clear to Serbia that full cooperation with the Tribunal is essential for Serbia’s further integration.
