Minister for Kosovo Goran Bogdanovic says Serbs in the province will not accept a proposal tabled by the Kosovo Albanian institutions. The document, known as the four-point plan, relates to the deployment of EU's Kosovo mission, EULEX. Belgrade rejects "four-point plan" Belgrade accepted the so-called six-point plan, that it agreed on in negotiations with the UN, but Pristina rejects it. "The four points suggested by the Albanians are absolutely unacceptable for the Serb community, and therefore for the state of Serbia, since they do not define freedom of movement, justice, things that Serbs and other non-Albanians have been expecting to see in Kosovo for the past nine years," Bogdanovic said. The only solution that provides for "some kind of survival of Serbs in Kosovo" is the six-point document, the minister continued. At the same time in Pristina, Kosovo President Fatmir Sejdiu called on UN Secretary-General Ban Ki-moon to take into consideration Pristina's suggestions on UNMIK's reconfiguration as he submits his report to the UN Security Council. The session in New York is expected to take place this week. Sejdiu repeated Kosovo Albanians' position that EULEX should be deployed as soon as possible, and in the entire territory of Kosovo. The Albanians insist that the EU mission should act to implement the Ahtisaari plan on Kosovo's supervised independence, and to be implemented in line with an agreement reached on Feb. 4. Officials in Pristina are also saying that EULEX must respect the laws of "the state of Kosovo". In Belgrade, top officials say they insist that the mission must be "status-neutral".

Belgrade accepted the so-called six-point plan, that it agreed on in negotiations with the UN, but Priština rejects it.

"The four points suggested by the Albanians are absolutely unacceptable for the Serb community, and therefore for the state of Serbia, since they do not define freedom of movement, justice, things that Serbs and other non-Albanians have been expecting to see in Kosovo for the past nine years," Bogdanović said.
