The Coordinating Body for South Serbia chairman says it's "very bad" that Serbs are not participating in local governments in Bujanovac and Presevo. Milan Markovic, who is also Serbia's local governance minister, spoke on Sunday in favor of the principle that both ethnic Albanians, and Serbs, must participate, and said that both communities must take responsibility for the functioning of the local governments. "Doors open for Albanians in south" The municipalities of Bujanovac, Presevo and Medvedja are home to the largest ethnic Albanian population in Serbia outside of Kosovo. Markovic also sent a message to the Albanians, saying that the doors are open for them at the Coordinating Body. "We at the Coordinating Body have a clear plan about what we want to do. Whether or not the Albanians will join in is up to them, but I'd like to remind you that their responsibility is equal to that of the government." The minister added that opening of high education institutions in the south will provide the young people there with an opportunity to study in their mother tongue, and remain in the region once they graduate. He repeated however that Belgrade will not recognize diplomas with the "Republic of Kosovo" stamp, and advised local youth to study at the high education institutions in the south. Markovic said he spoke to Education Minister Zarko Obradovic about the problem over the UNMI-issued diplomas and said that Obradovic had "shown good will to resolve this". The Coordinating Body budget will be slightly increased next year, he also revealed, but said that a self-sustainable system in the south was the government's goal, so that this center could finish its mission in the next five years. The state will spend some RSD 389mn on infrastructure projects in the region, Markovic said, and specified that RSD 200mn will be set aside for education, culture, and business activity subsidies.

The municipalities of Bujanovac, Preševo and Medveđa are home to the largest ethnic Albanian population in Serbia outside of Kosovo.

Marković also sent a message to the Albanians, saying that the doors are open for them at the Coordinating Body.

"We at the Coordinating Body have a clear plan about what we want to do. Whether or not the Albanians will join in is up to them, but I'd like to remind you that their responsibility is equal to that of the government."
