Top judge in Kosovo to be foreigner?

The president of Kosovo's constitutional court is slated to be an international judge, Pristina media say. Albanian language daily Koha Ditore reported on Saturday that a meeting held in Ohrid, Macedonia, at the end of July saw representatives of the International Civilian Office, ICO, demand this. Top judge in Kosovo to be foreigner? "Now," the daily continues, "the ICO representatives are avoid to answer this question, while the Kosovo ministry of justice is against this proposal." Minister Nekibe Kelmendi said that the Ahtisaari plan does not envisage a foreigner at the helm of what is Kosovo's highest court instance. Kelmendi also said this ICO proposal "will not be debated or taken into account". The ICO told the newspaper that "Kosovo's constitution will be strictly respected" when the court's president and deputy are elected. According to this constitution, the court will have nine judges, three of them appointed by the ICO, while others will come from Kosovo. But the constitution says nothing about whether the court's president should be a Kosovo or an international figure. This is supposed to be regulated by a law, whose first draft has been completed. This draft will be appraised by local and international experts before it is sent to the government in Pristina in September.
