Environment Minister Oliver Dulic has announced legal changes to tackle corruption in the construction trade. “The problem of ownership of construction land, the inefficacy of the system for issuing building permits and corruption that is linked to it can be viewed as the main barriers to business in Serbia,” Dulic tells the latest edition of ekonomist magazine, promising that his ministry will do all it can to change matters. Dulic to tackle corruption in construction industry The minister says that the Law on Planning and Construction will be amended by the end of the year, and that “the restitution of construction land with built and unbuilt facilities“ will be defined. He says that the state’s aim is to return land to former owners or their heirs, while a decision will also be taken on what to do in cases where buildings are located on land belonging to a different owner. The new law should “accelerate the issuance of approval for construction by about 100 days,“ says Dulic, adding that the current average is 204 days. “We’ll also finance the development of spatial planning in municipalities that have yet to do so, which applies to 65 percent of Serbian municipalities. That’s why urbanization institutions interpret and adopt their own plans and issue building permits alone, which leads to significant corruption at local level,“ he says. Dulic stresses that the development spatial planning in all municipalities and amendments to laws to reduce corruption linked to the issuance of building permits, will improve matters considerably in that domain. According to the minister, there will also be changes by the end of the year to the Law on Estimation of Environmental Impact, which will lead to more accurate definitions of buildings for which an environmental assessment is mandatory, and speed up the procedure from 270 to 220 days.
