EU leaders have declared that Serbia is capable of accelerating her European integration, and becoming eligible to receive candidate status. They also expressed their support for reconfiguration of the UN mission to Kosovo. EU: Serbia capable of accelerating integration At the end of the two-day summit in Brussels, the EU heads of state and government also adopted declarations where they expressed their hope that a new government would soon be formed in Belgrade with a clear European agenda. In explaining their view that Serbia was able to speed up its integration and receive EU candidate status, the leaders of the EU 27 made it clear that this would be possible once all the conditions set out during the EU leaders’ summit of April 29 had been fulfilled. It was then decided that the temporary EU-Serbia trade agreement and ratification of the Stabilization and Association Agreement (SAA) would only come into force once the EU Council of Ministers had ascertained that the Serbian government was doing everything in its power to arrest and extradite the remaining Hague fugitives. According to the April session’s declaration, this was a key element to the EU-Serbia agreement, and it was a compromise. As was explained back then, the compromise was reached in order for Holland to withdraw its demand that Ratko Mladic be extradited to The Hague prior to the agreement coming into effect. Underlining their support for the Western Balkan countries’ accession to the EU, European leaders stated that the speed of individual countries' integration was in their own hands, and was dependent on their progress in carrying out economic and political reforms, and meeting the necessary conditions and criteria.
