EULEX chief Yves de Kermabon says the mission's goal is to be present on the entire territory of Kosovo. "We insist that EULEX be present on the entire territory of Kosovo," the French general stressed. Serbia and the Kosovo Serbs have rejected the possibility of cooperation with EULEX, because its deployment is taking place without a UN Security Council decision. Kermabon added that it was very important for the Kosovo Police Service (KPS) to also have members of the minority communities on its staff, including Serbs. "In Kosovo, we also have the KPS, which is a multi-ethnic police force. I am happy that there are still Serb police officers, which is a good sign for me, because I will be working with a multi-ethnic police," said Kermabon. The French general did not directly answer a question about the obstacles that EULEX may face in deploying its mission on the entire territory of Kosovo, especially in the north, where there are many Serb enclaves. The general stated that his goal was to have EULEX present in northern Kosovo by the beginning of the mission, due in June, when the transitional period ends, under the Martti Ahtisaari plan. Police deputy commissioner and KPS commander Seremet Ahmeti said that local police structures would cooperate with EULEX and the international presence, and added that they would be able to guarantee security for all in Kosovo.
