Vladimir Chizhov says that the UN mission in Kosovo has no grounds for transferring authority to the EU. The permanent Russian representative to the EU said that “a transfer of authority from a legitimate structure to an illegitimate one is not possible.” Russia: Transfer of powers to EU mission “illegitimate” He told Russian reporters in Brussels that the EU mission had no legitimate grounds because the existing legal foundation for the international presence in Kosovo, UN Security Council Resolution 1244, did not envisage such a mission. Chizhov said that Russia was not against the EU “assuming some of the responsibility for what is happening in Kosovo,” and that “it would have nothing against an EU mission if a decision was made to support it within the United Nations Security Council.” After meeting with the EU “troika” at the foreign policy and security committee, he added that a compromise for recognizing Kosovo among the 26 EU member-states was not possible. “Even those who sponsor independence realize today that a consensus between all 27 EU countries over this matter will not happen, because there are countries within the EU who are not indifferent to international law and the UN Security Council’s prestige,” Chizhov told the Itar-Tas news agency.
