In the event of Kosovo declaring independence, Serbian institutions will adopt an Action Plan, says a leading DSS official. Democratic Party of Serbia (DSS) spokesman Andreja Mladenovic told a press conference that Serbia would “certainly react as any other country would if its territory was being taken from it.” DSS: Serbia to apply Action Plan “That’s a right guaranteed us by the UN Charter and Resolution 1244 and we’ll certainly respond in accordance with it, as would any other internationally recognized country respecting its integrity and sovereignty,” said Mladenovic. However, he added that he had first heard about the introduction of a state of emergency in the media, and said that this was just speculation that he could not comment on. Earlier, Kosovo Minister Slobodan Samardzic said the government would survive only if the DS refrained from signing the EU interim deal. The Kosovo minister told B92 last night that his Democratic Party of Serbia (DSS) would insist on the Democratic Party (DS) refraining from signing the political deal offered by the European Union. He said that otherwise new elections could be on the horizon. “The agreement will test the government - whether it will quietly accept Kosovo’s independence because the EU has decided to send its mission. The mission is part of Ahtisaari’s plan and enables independence, that is the first step in this scenario,” Samardzic said. The Kosovo minister said that at the same time, Serbia “is being asked to sign a political agreement with the European Union, which launches the process of Kosovo independence.” “In my opinion, is not a temptation but a provocation. One section of the government believes that the provocation should be ignored and rejected, while the other believes that it is necessary to sign this document,” Samardzic said. Minister without Portfolio and DS official Dragan Djilas said that the DS and DSS were united over Kosovo and were determined to preserve the country’s territorial integrity and sovereignty. Djilas said that Serbia needed stability and it would not be good to call new parliamentary elections. He said that signing the political deal with the EU or the Stabilization and Association Agreement (SAA) could not be looked at within the same context as the Kosovo status question. “I do not think that the signing of the political agreement is most important which has only two sides and is not as all-encompassing as the SAA, though I do believe that it is essential to determine whether we want to proceed with European integration,” Djilas said.
