Deadline for announcing local elections nears

According to the Constitutional Law, provincial and local elections must be announced by December 31.

According to the Constitutional Law, provincial and local elections must be announced by December 31. However, in order for Speaker Oliver Dulic to announce the elections, the parliament must adopt legislation related to local administrative activities, which has yet to enter the parliamentary procedure. Deadline for announcing local elections nears Vice President of the Democratic Party of Serbia’s Executive Council, Dragan Sormaz, stated earlier that the local elections will be held according to current legislature. According to the Constitutional Law, the final deadline for announcing local elections is December 31, unless a two-thirds parliamentary majority alters the Constitutional Law. CeSID Program Director Marko Blagojevic told B92 that the needed legislature must be adopted and that he hopes that political will for such an action exists. “If the laws are not adopted it will create an unconstitutional situation, and the elections need to be announced. It would also be unconstitutional if the laws were adopted and the elections were not announced by December 31,” he said. Blagojevic explained that the mandate given to local administrations expires in September 2008 and that elections need to be held at least a month before. Dulic said that the necessary laws are expected to be discussed by the parliament on Thursday and Friday, with a vote to follow.
