Koha Ditore reports that Kosovo analysts believe there are legal grounds to proclaim independence. The Albanian language daily quotes political and legal analysts who say that a declaration of Kosovo's independence "could be valid even without a new UN resolution." Albanian analysts hopeful of way around 1244 One of them, Azem Vlasi, says that a proclamation of independence "is an internal act and as such will have no effect on replacement of Resolution 1244", which represents the basis of the international presence in the province. "Until the Security Council suspends this resolution in its entirety, the KFOR mandate will remain the same," the former high-ranking Yugoslav Communist Party official told the newspaper. Vlasi added that 1244 is a document "related to the interim phase". Ilir Dugoli, whom the paper introduces as an expert for constitutional issues, explained that 1244 looks set to remain in place unless the Security Council "opens the way for Kosovo to declare independence". "Proclamations of independence were made in most countries in the past decades without a previous green light from the Security Council," he however added, and mentioned former Yugoslav and former Soviet republics as examples.
