Cato Institute's Ted Carpenter says that "chances have increased" for the Kosovo talks to continue after Dec. 10. The vice president for defense and foreign policy studies at the Washington-based think tank was referring to the period after the Contact Group Troika is scheduled to complete its role and submit a report to the UN secretary-general. Talks could continue after Dec. 10 – expert "Taking into consideration Russia's stand and the readiness of the European Union to contine the negotiations, I think that the chances for this, after the final deadline of December 10, have increased," Carpenter told the Voice of America on Monday. He believes that it is still uncertain whether the Kosovo Albanians will unilaterally declare independence after that date, particularly having in mind good results of Hashim Thaci's party in the recent elections. Asked why Washington insisted on Kosovo's independence, Carpenter said that the reason for such a great interest of the United States in Kosovo represents "a great mystery" for him. He assessed that many U.S. political architects "harbor illusions that Kosovo's independence will settle the last unresolved issue in the Balkans", adding that "in reality it will only represent a catalyst for future instability in the region." "Kosovo's independence would represent a step towards the creation of 'Greater Albania' or 'Greater Kosovo',” Carpenter told the VOA. He added that "other Albanian territorial aspirations in Macedonia, Montenegro, southern Serbia, and even in northern Greece, should not be disregarded." Carpenter concluded that this issue "will not cease to be of interest by a simple proclamation of Kosovo's independence."
