Miroslav Lajcak has rejected a protocol on the Bosnian police reforms signed by Haris Silajdzic and Milorad Dodik. The Muslim member in Bosnia’s tripartite presidency and the Republic of Srpska prime minister appeared to agree on a formula that sidesteps their fundamental differences over the state role in financing police operations and the capacity of police officers to cross the boundary line between Bosnia’s two entities. The EU endorsed this document saying that it fulfils all three key EU policing principles; state-level legislative and budgetary competencies; no political interference in operational policing; and the establishment of police zones based on professional rather than entity criteria. While majority of Bosniak and Croat parties accepted the EU-sponsored protocol, Dodik and Silajdzic, who currently enjoy the greatest influence and who have each adopted the most radical stances, boldly rebuffed the proposal. They came up with their own Protocol last week which stirred confusion among other politicians and met with Lajcak’s skepticism. Dodik is also the leader of the Independent Union of Social-Democrats (SNSD), while Silajdzic leads the he Party for BiH (SZBiH). Lajcak said on Wednesday that “neither party managed to elaborate on the content of their agreement ever police reforms, which casts shadow on the seriousness of their approach.” “I am left with no other choice but to confirm my initial assessment of their document – in its current version it fails to meet the three principles set by the European Union,” said Lajcak. He added that his draft protocol is till on the table, stressing that politicians in Bosnia still have more to do in order to reconcile their positions and reach an agreement that can win majority support in parliament.

Lajčak, the international community high representative in Bosnia, in early September presented Bosnian leaders with a police reform protocol.

While majority of Bosniak and Croat parties accepted the EU-sponsored protocol, Dodik and Silajdžić, who currently enjoy the greatest influence and who have each adopted the most radical stances, boldly rebuffed the proposal.
