Judicial system on the verge of collapsing

Petrović-Škero, who is president of the Serbian Supreme Court, wrote a letter to Serbian President Boris Tadić, Vojislav Koštunica and Parliamentary Speaker Predrag Marković, stating that the Serbian Parliament and Government are responsible for the collapse because they did not pay attention to the capacity of the courts and did not put aside enough money from the budget.

Petrović-Škero aid that it is necessary to immediately change the Courts Law in order to enable judges of lower rank to take on cases, and in that way, temporarily solve some of the courts’ problems.

She said that the courts are overwhelmed with cases, especially the Supreme Court, and that this can be changed by the executive administration, not the judicial.

Petrović-Škero said that the courts need more funds from the budget, because the courts’ total debt for the first three months of the year alone for electricity, water, telephones, attorneys and other expense exceeded six million euros. 

Stojković comments

Comment on Petrović-Škero’s letter, Serbian Justice Minister Zoran Stojković said that he will agree that there are material problems, but the bigger problems are a lack of effectiveness, quality of work and an increase in corruption.

“These are problems which concern me more, personally,” Stojković said, adding that “these are children’s stories whether you have good or bad material conditions when there are cases that have not seen a decision by the court after ten years.”

Stojković said that the courts need to be reorganised, because the system is irrational and is creating many added expenses, and also that a rationalisation of court jobs should also be considered.
