"The goal is still to come to a cease-fire in Ukraine and prevent future victims," said Steinmeier.

He added said that the talks were difficult, but some progress had been made.

The same assessment was made by a French diplomatic source, but neither he nor Steinmeier revealed what kind of progress was made.

Steinmeier added that the discussion was open, aimed at reaching a truce and improving the so far insufficient border controls between Russia and Ukraine, as well as finding solutions for delivery of humanitarian aid to civilians.

The Russian Foreign Ministry said on Monday that "certain progress" had been made in the talks between officials of Russia, Germany, France and Ukraine on ways to end the armed conflict in the east of Ukraine.

A statement noted that all parties agreed that discussions should continue in the same format, so that "concrete proposals" that would be presented to prime minister of Russia, Germany, France and Ukraine can be prepared, Reuters reported.

"Five hours of very complicated discussion. In any case, it will take five hours many more times to make progress," Ukrainian Foreign Minister Pavel Klimkin wrote on his Twitter account.
