Media reports ahead of the publication of a UN report into the so-called flotilla raid suggest that it finds the Israeli blockade of the Gaza Strip legal. The New York Times reported on Thursday, however, that the 2010 Israeli raid on a Turkish ship trying to violate that blockade - which left nine pro-Palestinian Turkish activists dead - saw the naval commandos act in defense, but using excessive and unreasonable force. Turkey has requested an apology for the raid, which Israel refused, with officials quoted as saying that the country could not conduct itself based on ultimatums.

Today, Turkish Foreign Minister Ahmet Davutoglu announced that his country would "downgrade its diplomatic ties with Israel to the lowest possible level".
