A new Council of Europe Anti-Racism Commission report states that Serbia had made certain progress in the field. But some worrying issues still remained, like the law on churches and religious communities and court practices regarding crimes of racism, said the report. Serbia makes "some progress" in anti-racism efforts It commends Serbia on adopting the law against discrimination, establishing the post of a commissioner for the protection of equality and adopting a strategy for the Roma, meant to improve the overall position in the society for this part of the population. On the other hand, the law on churches and religious communities still discriminates between the so called traditional and non-traditional churches and religious communities, the report states. Also, court actions against crimes involving racism are problematic. Few of these cases are ever tried, and those that are usually end in light sentences, mostly just fines, the commission noted. The Roma still face a high level of unemployment and discrimination in education, as well as poor living conditions, according to the report. The commission provided a series of recommendations on how to improve the situation, three of which are considered priorities and will be reviewed in 2 years. Those refer to a more powerful commissioner for the protection of equality, who has to be provided with the human and financial resources necessary for normal activities, better training within the judicial system when it comes to cases of racism and finally urgent steps to make sure all Roma, Ashkali and Egyptians would be issued personal identification.
