As reported by media in Podgorica, Montenegro's capital, the U.S. authorities have approved the transfer because the prisoner, among other things, "changed his mindset during his 14 years in prison."

According to information from the U.S. Department of Defense, the Yemeni man was a member of Al Qaeda who "might have been selected to participate in a highjacking plot."

Al-Rahab is the second inmate transferred from Guantanamo to Montenegro. He told U.S. authorities that he "wants to forget the past and start building a future with his wife and daughter."

The prisoner was never charged. His release was approved in 2014 when it was estimated that does not pose a threat to the United States.

Two other inmates from Guantanamo were also recently transferred to Serbia.
