Bulgaria, Romania, Turkey, and Ukraine should have contributed to the "countering" effort. The idea came from the latter two countries.

But Borisov, speaking a day after Moscow warned NATO against amassing its forces near its borders, said: "I do not need a war in the Black Sea."

“I always say that I want the Black Sea to see sailboats, yachts, large boats with tourists and not become an arena of military action," he said, according to Reuters.

At the same time, Plevneliev has been quoted as saying: “Let’s stop with the speculations that fleets will be set up against anyone. Bulgaria is a peaceful country and its foreign policy is not aimed at anyone.”

The agency described Bulgaria as being "seen as having the closest relations with Russia out of the former eastern bloc countries," and added the country announced it was ready to take part with up to 400 people in a multinational NATO brigade based in Romania.

Reuters also noted in its report that under the Montreux Convention, "countries which do not have a Black Sea coastline cannot keep their warships there for more than 21 days."
