Macedonia prepares to raise border fence as "last resort"

The Council made the decision on Saturday and tasked the army with clearing and preparing terrain, saying that the purpose of a fence would not be to close the border with Greece, "but to restrict the flow of migrants, in line with the number of migrants-refugees that would be accepted by those European countries where they might be headed."

Ivanov's cabinet said in a statement that the building of a fence "is to be considered at this point only as a possibility" and would be taken "only as a measure of last resort, i.e. only if the countries towards which the migrants are headed reduce the inflow drastically and thus place the Republic of Macedonia in a situation to face the challenge of a long term stay of an uncontrolled number of migrants, for which it has no capacity and possibility to provide humane treatment."

The decision to start building the fence would be made by the president, while the activities the army started on Monday should make it possible for the 3-tier fence to be constructed within eight hours.

Macedonia's border areas with Serbia to the north and with Greece to the south have been under a state of emergency since August, due to the large inflow of refugees from the Middle East.
