Prosecutor Jude Romano could not end the probe into the Dobrovoljacka St. case because the investigative team determined that it had elements of a war crime. Banja Luka-based daily Glas Srpske writes that the international prosecutor also violated a decision to form an expert team and a decision to end the Doborovoljacka St. case that was made by Bosnia-Herzegovina Chief Prosecutor Milorad Barasin in 2010 by dropping the case. “Decision to suspend massacre probe unlawful” Vesna Budimir was named the team coordinator and head and Romano, Dragan Carlija, Alfredo Strippoli, Aleksandar Faladzic, Zeljka Radovanovic and Munib Halilovic were the team members. The team held several meetings before Romano made the decision to end the investigation. Carlija, Faladzic and Radovanovic said in a report that there were elements of a war crime in the Dobrovoljacka case. The chief prosecutor’s decision to form the team has never been suspended, which means that Romano’s decision was illegal, the daily writes. “The decision to form the team cannot be suspended because it stops being valid only after the Dobrovoljacka case is finished. The team had to inform the prosecutors’ collegium about everything. Instead, Romano issued the order to end the investigation on his own, probably relying on changes to the rules on internal organization of the Bosnia-Herzegovina prosecution which came in effect on January 5. But regardless of the change, the expert team needed to decide on the Dobrovoljacka case and Romano could not do it on his own,” a source from the Bosnia-Herzegovina prosecution told Glas Srpske. The Serbian Justice Ministry demanded an explanation from the Bosnia-Herzegovina Prosecution as to why the investigation was suspended. Glas Srpske
