Ex-Macedonian Ambassador Ognen Maleski believes that the idea of Kosovo partition should be viewed in the context of Serbia’s negotiations with the EU. “Kosovo is a big headache for Serbia but Macedonia should not fit in those concepts and it should promote country’s multiethnic concept,” he pointed out. Quoting experts, the daily writes that the concept of ethnically clean states, which was promoted by Lord David Owen, was abandoned 20 years ago. “A deal was made in the 90s not to create homogeneous ethnic states but to take a multiethnic concept. The homogeneous state concept is impossible at the moment,” international relations and development expert Sashko Todorovski told the daily. He believes that the only legally relevant concept is the one that includes the exchange of territory and population but that such concept is too expensive and unfeasible. The experts think that partition along the ethnic lines is not possible without involvement of the international community and that possible new borders would have to be determined at an international conference. They assess, however, that Europe will not open up the issue because it would raise the secession issues in Basque Country and Corsica. “Even if the partition does happen Macedonia should say loud and clear that it is outside of it all and it should build such state position,” Maleski points out. Political science professor Imer Ismaili says that Albanians from Macedonia are indifferent toward Serbian Deputy Prime Minister Ivica Dacic’s statement, adding that it is not worth commenting on. “If this becomes an official issue then all of us should open our eyes because it will become the issue of the Balkans, because the Albanian issue is a national issue. But European principle is not changing the borders and democratization of society,” Ismaili concluded.
