Montenegrin police arrested Budva Mayor Rajko Kuljaca, his deputy Dragan Marovic and about ten more of their associates on Friday. Dragan Marovic is the brother of Montenegrin Deputy Prime Minister Svetozar Marovic, who resigned last week.
