Podgorica could decide on establishing diplomatic relations with Pristina by the end of the week. This is according to a report today in the Podgorica-based daily Vijesti, which quoted sources close to the top state officials. “Decision on diplomatic ties this week” The newspaper said that a meeting of the state officials was held on Wednesday and attended by Montenegrin President Filip Vujanovic, Parliament Speaker Ranko Krivokapic, Prime Minister Milo Djukanovic and Foreign Minister Milan Rocen, at which the issue was discussed. Montenegro recognized the unilaterally proclaimed independence of Kosovo Albanians on October 9, 2008, a day after the UN General Assembly sent the case related to its legality to the International Court of Justice (ICJ). Montenegro’s ambassador to Belgrade was expelled the next day. Now the daily reminds that establishing of diplomatic relations “does not mean that an ambassador would be sent to Pristina automatically”. After the diplomatic notes have been exchanged, “the exchange of ambassadors could come months or years after that”, Vijesti writes, and adds that this decision came as a compromise. The media reports suggested late last year that establishing of diplomatic relations with Kosovo could spoil relations within Montenegro’s ruling DPS party, where “Djukanovic and Rocen believe there is no point in waiting, while Vujanovic and Deputy PM Svetozar Marovic think there should be no haste”.
