Croatia takes over UN SC presidency

Croatia will assume the one-month presidency over the UN Security Council in New York on Monday. Croatia’s foreign ministry has announced that it will be "the most significant period in the country’s two-year membership in that UN executive body". The session, which has been made all the more relevant with the recent string of deadly terrorist attacks in Mumbai, India, will also be attened by Croatia’s President Stjepan Mesic. After the session, a presidential statement of the UN Security Council is expected to be issued. As the presiding state, Croatia faces many activities that its ambassador to the UN, Neven Jurica, will present in a program during next week. According to the International Relations Center of the Columbia University, which monutors the UN Security Council’s activities, this body will during December discuss the Middle East situation and that in Burundi. At the same time the Council is to debate developments in several countries, including Congo, Somalia, and Guinea Bissau. In December, President and the Chief Prosecutor of the International Criminal Tribunal for the former Yugoslavia Patrick Robinson and Serge Brammertz are due to present their reports, dedicated to the strategy of ending the Tribunal’s mandate, while the report of the International Criminal Tribunal for Rwanda is also due to be submitted. Reports are also expected on the work of the UNAMID peace mission in Darfur, as well as that from Chief Prosecutor of the Permanent International Criminal Court Luis Moreno–Ocampo on Sudan. The member-states should be provided with reports about UN Security Council’s delegation’s visit to Afghanistan, which took place late November, while the report on Bosnia-Herzegovina has also been announced. The document is expected to be presented by the High Representative of the international community to that country, Miroslav Lajcak. Croatia's presidency comes after Costa Rica’s, while in January France, a permanent member of the UN Security Council, will take over that function. UN Security Council consists of five permanent members with veto powers – United States, Russia, China, United Kingdom and France – and 10 non-permanent members with two-year mandates. At this point, those countries are Belgium, Burkina Faso, Costa Rica, Indonesia, Italy, Libya, Panama, South Africa, Vietnam and Croatia. The non-permanent members are appointed by the UN General Assembly in accordance with the so-called regional key, providing that they have satisfied two criteria – contribution to international security and other organization’s objectives, as well as "a just geographic distribution".
