Montenegro's ruling DPS leader Milo Djukanovic is the most inactive member of the parliament, BIRN reports. The online publication quotes a new report – an index reflecting the activities and contribution of Montenegro's lawmakers, which gives the former prime minister a score of 0.00. The report on the work and transparency of the country's parliament was undertaken by the Montenegrin Network for the Affirmation of the Nongovernmental Sector, MANS. The organization is Montenegro's leading anti-corruption NGO. Besides sittings, they also analyzed plenary sessions and board meetings. "Djukanovic was present in just three sessions - when he came to vote," Vuk Maras, MANS coordinator stated on presentation of the report. The most active member of parliament is also a DPS member, Zarija Franovic, according to their findings. Franovic is followed by Nebojsa Medojevic, from the opposition Movement for Change, PZP, Branko Radulovic PZP, Srdjan Milic from the Socialist People's Party and Dragan Soc from the People's Party. Regarding the efficiency of the Parliament, 12 sittings were scheduled and 11 of them finished. During the eight month period, 71 laws were adopted. MPs who are not members of any board worked an average 334 hours and 12 minutes. However the majority worked less than this since they did not attend all the plenary sessions. "This means that average citizen was working four times more (1,228 hours) than any of MPs," Maras said.
