The HDZ and minority representatives in the Croatian parliament have agreed on positive discrimination in voting. This effectively means the right to two votes. HDZ, minorities close to coalition deal Incumbent President Ivo Sanader and five national minority MPs in the future parliament have reached a compromise over the main minority demands, writes Rijeka daily Novi List, adding that other possibilities were being considered for the biggest, Serb minority. The paper claims that positive discrimination in voting – the chance for members of minority communities to have parallel votes for both the minority and party lists at elections – will be introduced for the smaller minorities, while other options will be assessed for the Serbs. One such option is allowing Serbs to vote on the main party lists, and to find a way of guaranteeing them at least three MPs, which they have currently. Independent Democratic Serb Party (SDSS) President Milorad Pupovac confirmed that that was “the path we’ve taken”, and that it had been agreed in principle for Serbs in Croatia to elect their representatives at general elections, with the proviso that their number must be no less than three. Pupovac explained that one of the models under consideration was the one used in Romania, the so-called guaranteed threshold. He added that talks with the Croatian Democratic Community (HDZ) would continue straight after the Christmas holidays. Should the talks end successfully, the five minority MPs negotiating with the HDZ over forming a governing coalition would first sign a joint agreement, before signing individual accords with the HDZ. The five MPs in question are the three SDSS officials, Italian minority representative Furio Radin, and Czech and Slovak member Zdenki Cuhnil. The other three minority representatives, Roma MP Nazif Memedi, the Hungarians’ Denes Soja, and Bosniak Semso Tankovic are leading individual talks with the HDZ.
