ZAGREB A Zagreb-based daily is writing that almost two decades after it was established, the Federation of Bosnia-Herzegovina "will be reconstructed". This will happen "on the initiative of the U.S. administration", claims a report published by Vecernji List. Muslim-Croat Federation "to be reconstructed" The war in Bosnia-Herzegovina ended in 1995 with the Dayton Peace Accords, after which the country was organized into two entities: the Serb Republic (RS), and the Muslim-Croat Federation (FBiH). The Federation is further divided into cantons. According to the newspaper, the process of its "reconstruction" will be taking place in 2013, and "between two stages of elections". Unnamed western diplomats have been quoted as saying that "there are no concrete suggestions made by the author of the initiative", but the report suggests that there is a "guiding framework" in place at this time. The first goal of the endeavor will be to make the state cheaper, with fewer cantons, while another will be "to make Croats feel more on equal footing than they objectively are today". At the same time, Bosniaks (Muslims) should have their dominant position within the entity "confirmed in a certain manner". Another aim of the initiative, according to the daily, will be to "strengthen the role of entity-level institutions, parliaments and governments, while it is not being ruled out that the number of portfolios for which entity authorities are responsible will be increased". The newspaper's edition for Bosnia is further quoting western diplomats as saying that talks have been held with most political representatives in Bosnia-Herzegovina, when they were asked to "present their position on possible views regarding future solutions". The same sources are quoted as saying that preparations that would lead to changes of borders within the Federation would take place in three phases. After the meetings with politicians, proposals in general would be presented, followed by public debates, and finally, direct political talks would be held between the most influential Croat and Bosniak parties.
