Dutch Prime Minister Mark Rutte has said that the Netherlands will oppose Romania and Bulgaria’s entry into the Schengen zone until they implement reforms. Rutte said hours ahead of Thursday's opening of an EU summit in Brussels that Romania and Bulgaria must first do more to reform their justice systems and combat corruption and organized crime.
