Agreement reached on Bosnian government

Leaders of six parties in Bosnia-Herzegovina agreed in Sarajevo on Wednesday, 15 months after elections, on the forming of the Council of Ministers.

Leaders of six parties in Bosnia-Herzegovina agreed in Sarajevo on Wednesday, 15 months after elections, on the forming of the Council of Ministers. Alliance of Independent Social Democrats (SNDS) leader Milorad Dodik, Croatian Democratic Union (HDZ) 1990 leader Dragan Covic, Social Democratic Party (SDP) leader Zlatko Lagumdzija and Party of Democratic Action (SDA) leader Sulejman Tihic divided the ministries at the Council of Ministers. Agreement reached on Bosnian government According to statements from a press conference, the Council of Ministers chairman will be a Croat and the foreign minister will be a Bosniak, but no specific names were mentioned. The Bosniaks will be in charge of the Foreign Ministry, Defense Ministry, Security Ministry and the Communication and Transport Ministry, the Serbs obtained the Finance and Treasury Ministry, Foreign Trade and Economic Relations Ministry and the Civil Affairs Ministry, while the Croats obtained the Human Rights and Refugees Ministry and Justice Ministry. The Republic of Srpska (RS) president and SNDS leader expressed satisfaction with the fact that the agreement was reached without, as he said, the intervention of other countries. "No one got what they wanted. It is good that this issue has finally been resolved," Dodik told the journalists. Covic announced that proposals for the new Council of Ministers chairman may be put forward on Thursday, adding that Lagumdzija proposed that Covic receive the mandate for the election of the Council of Ministers chairman. Besides the forming of the Council of Ministers, a political agreement was also reached regarding laws on the population census and the system of state aid. An agreement was also reached on the budget, which will enable temporary financing in the first three months of 2012. OSCE welcomes deal The Organization for Security and Cooperation in Europe (OSCE) welcomed on Thursday the agreement on constitution of government in Bosnia-Herzegovina). OSCE Chairman and Lithuanian Ambassador Audronius Azubalis congratulated political leaders on their determination to resolve the political stalemate. It is positive that the country's progress in the agenda of European integration would be in the centerof the new Council's attention, Azubalis stated. Through one of the biggest missions, OSCE is willing to back the new leadership in meeting the reform agenda, especially as regards the commitment to OSCE. Priorities comprise setting up a sustainable, stable and secure environment, building democratic institutions and an independent regulatory framework in keeping with the existing legislations, as well as the protection of the freedom of the media and human rights of all citizens, Azubalis stated in a release.
