The Croatian parliament on Friday in Zagreb failed to adopt a controversial law on annulling legal acts of the former Yugoslavia, and Serbia. There was no quorum for the voting to take place, as opposition and Serb Democratic Party MPs were absent. "Serbia violated sovereignty of Croatia" During the debate yesterday, they opposed the draft, describing it as damaging both for the Croatian citizens and relations between Croatia and Serbia. Also on Thursday, the Croatian government in Zagreb did not back down from the draft law on the annulment of indictments issued in Serbia. Jadranka Kosor's cabinet even proposed a declaration alongside this regulation claiming that Serbia had violated the sovereignty of Croatia. The Croatian media reported earlier that the Croatian government had decided to withdraw the controversial law which has drawn criticism from the European Commission, certain politicians and Croatian Chief State Prosecutor Mladen Bajic. The Croatian government insisted on the passage of the law which proclaims null and void all indictments issued by the Yugoslav People's Army, the former Socialist Federal Republic of Yugoslavia and Serbia against Croatian citizens for crimes committed during the war in Croatia in the 1990s. The government took the decision because it had been published that an indictment against 44 Croatian citizens, including several war leaders, for war crimes and genocide in the Vukovar area in 1991 had arrived from Serbia. The indictment was issued by the Military Prosecution of the Yugoslav People's Army (JNA) in 1992. Now under the proposed declaration it is claimed that Serbia violated Croatia's sovereignty by passing a law which proclaimed its judicial bodies competent for holding trials for certain crimes committed in the territory of the former Socialist Federal Republic of Yugoslavia (SFRJ). During the debate yesterday, they opposed the draft, describing it as damaging both for the Croatian citizens and relations between Croatia and Serbia.

Also on Thursday, the Croatian government in Zagreb did not back down from the draft law on the annulment of indictments issued in Serbia.
