Russian Ambassador to Bosnia-Herzegovina Alexandr Botsan-Kharchenko said Friday that Russia would not support special report on the Republic of Srpska (RS). He said he was surprised that Inzko's regular report to the UN Security Council, which is to be presented Monday, was going to be accompanied by a special report on RS and its upcoming referendum. “Russia won’t support Inzko’s report” Botsan-Kharchenko believes that is an attempt to convince the Security Council that the RS is the biggest problem, which is aimed at destabilizing Bosnia-Herzegovina. He thinks there are serious issues in the country's other political entity, the Federation of Bosnia-Herzegovina, as well, according to his interview to the RS Radio and Television. He stressed that the RS referendum on the laws imposed by the high representative, especially regarding the Bosnia-Herzegovina Court and Prosecution, was not the most serious problem in Bosnia-Herzegovina. According to him, Russia is concerned because the Bosnia-Herzegovina Council of Ministers has not been formed even eight months after the elections and that there are no indications it is going to happen any time soon. The ambassador said that Russia's opinion on the referendum was different than others within the Bosnia-Herzegovina Peace Implementation Council. “Russia thinks the referendum is not in violation of the Dayton peace agreement and that the high representative has no legal grounds to call it off,” Botsan-Kharchenko remarked.
