Exchange of territory in the region would be to the detriment of Albanians, a gathering in Skopje, Macedonia, heard. The event brought together 20 ethnic Albanian NGOs from across the region. Albanian NGOs on "territory exchange" The conference saw a presentation of a six-month report on the current events in Macedonia, Albania, Montenegro and Kosovo. The province's ethnic Albanian Self-Determination Movement leader Albin Kurti was present, to say that Albanians' "pulse is being measures" when it comes to "exchange of territory" that would involve northern Kosovo and southern central Serbia, which he referred to as "eastern Kosovo". "On the one hand, they won't let us have our army, our sovereignty, the international community has the last word, and on the other, they pull out the card of exchange of territories that should in fact be ours, but we currently control neither [territory]," said Kurti. Representatives of the Presevo NGOs, based in southern Serbia, said that ethnic Albanians are moving out of the areas around that town and also from Bujanovac because of the latest events there and arrests that took place. Serbian police made a number of arrests in the wake on two attacks in the region that it qualified as terrorist. "Several Albanians have been detained with justification that this was fight against terrorism or organized crime, but this influenced further moving out of citizens. Some 500 families left Presevo and Bujanovac because of these detentions and fear," Belgzim Kamberi of the local Council for Human Rights said. Adri Nurelari from the Liberal Institute of Albania said that "the idea about creating ethnically pure states is Pandora's box". "For Albanians exchange of territory and population would be absolutely undesirable. It would be a heavy trauma for the civilian population," he stated. Macedonia's Wake Up association representative Artan Grubi said that "Albanians have nothing to exchange". Rather, he continued, "there are only things they can take". Grubi also called for the Ohrid agreement, that ended clashes between Macedonia's security forces and the country's ethnic Albanians, to be implemented.
