"Those are not things that happen overnight," Selakovic said, adding that the judiciary must focus on benefits for citizens as otherwise the opening of chapters would be futile.

The opening of the chapters means a confirmation of the obligations Serbia itself has envisioned, and fulfilling those obligations is what will follow now, based on a consensus of all societal factors, Selakovic said.

That means much more hard work, but also a much higher degree of certainty, he said.

The European Commission will oversee the implementation of those measures, but it will not be the one to solve key issues in the judiciary, as that will be Serbia's job, Selakovic explained.
