"This is an exceptional result and reflection of great effort by the Serbian side," Fule said, adding that screening has not been suspended at any point, not even during the election process in Serbia.

He said that the further negotiating process will be based on three pillars.

The first one is made of chapter 23 on judiciary and fundamental right and chapter 24 on justice, freedom and security, he said.

"I expect Serbia to present the action plan for these chapters by the end of the Greek presidency so that screening could follow, " Fule said, adding that these chapters should be opened early in 2015.

The second pillar refers to economic governance, which is a new EU approach - to strengthen the competitiveness of the Serbian economy during the negotiating process so that the citizens could enjoy benefits even before the EU accession.

The third pillar refers to the further progress of normalization of relations between Belgrade and Priština, the European commissioner said.

"Our talks have showed full compatibility in the approach. It is crucial first to focus on the economic reforms both on the ones which would have a long-term impact on the life of citizens and the ones which would have a short-term effect, " Fule said.

"The prime minister and I share the same goal to make it possible for the citizens to feel the benefits of the EU even now during the negotiating process," he said.

Fule said that he came to Belgrade with a clear message that the new government is expected to continue the new European chapter which has been opened.

During earlier visits we discussed plans, ideas, conditions and now we are discussing specific chapters and how to open them, Fule said.

During his meeting with Fule, Aleksandar Vučić presented a plan for Serbia's fastest possible advancement towards the EU membership.

“Of course, everything else will depend on the member states,” Vučić told the news conference.

Vučić expects the first chapters in the EU accession talks to open in October, including Chapter 32 and Chapter 35.

The Serbian prime minister underlined that it was "immensely important" to open Chapter 23 on judiciary and fundamental right and Chapter 24 on justice, freedom and security in the talks with the EU since they are very important for the establishment of the legal state and the rule of law.

He announced major events in Belgrade and the region in the next two months, stressing that by implementing reforms and adopting important economic laws Serbia will improve business environment.

“Consequently, a greater number of domestic and foreign investors would be willing to invest in our country,” Vučić said.

He announced reforms in the sphere of labor legislation since the government's goal is creation of jobs particularly in the private sector.

“We in Serbia will have to learn many more things from our EU friends,” said Vučić expressing gratitude to Fule over his commitment to Serbia's EU integration process.

“We in Serbia are thankful to Fule for his understanding, strength and wish to help Serbia. Thank you for coming to Serbia, I would like you to feel at home,” Vučić said.
