BELGRADE Prime Minister Ivica Dacic has said that recognition of Kosovo, that is the issue of status, and UN membership for the territory was "a red line for Belgrade." Asked what about "the red line that his government will not cross," he said that recognition of Kosovo "has never been a subject to discussion, adding that this is not even possible given that five EU member states have not recognized Kosovo's independence." PM says "status issue is red line" “This topic has never been mentioned and this is not a subject to discussion, these are the red lines,” Dacic said late on Tuesday. He warned that Serbia's EU pathway "will not be easy in future," noting that a new round of the negotiations with Pristina has been scheduled before the first intergovernmental conference which is to take place on January 21. Also on Tuesday Dacic stated that municipalities should be constituted after the local elections in Kosovo and Metohija, and noted that the constitution needs to be status neutral. Replying to the questions at the Serbian government's open session, Dacic said that it has been agreed with the EU that the issue would be discussed in the next few days because it is only logical for the constitution to follow the local elections. We expect the constitution to be status neutral, in keeping with the spirit of the Brussels agreement, the prime minister said. The issues have to be discussed as envisaged in the Brussels agreement, Dacic said and added that Belgrade accepted the dialogue and participated in the process with a view to normalizing the relations and not so that it would recognize the unilaterally declared independence of Kosovo. Dacic said that Pristina wants to point out its independence in every single document, as was the case with the ballots in the recently held local elections, and there were also some problems with the oaths and statements which police officers, judges and prosecutors needed to sign. This is also happening with the constitution of municipalities because there is a desire for papers and documents in the municipalities to bear the symbols of statehood, Dacic said. “This is not acceptable for us and having in mind the narrow deadlines, it was agreed to address this matter in the next few days and find a solution so as to avoid additional problems which could cause instability,” Dacic said.
