BELGRADE Aleksandar Vucic has said that he was "optimistic" about reaching an agreement with Pristina on telecommunications and energy. However, problems have arisen in the area of judiciary where the first deputy prime minister said he "thought none would come up." Speaking about the judiciary problem, Vucic said that Pristina was trying to have established in northern Kosovska Mitrovica a basic court that would have branches in the four municipalities of the majority-Serb Kosovo north and in three municipalities south of the Ibar River. "The essence of the matter is that in this case, the employee structure in northern Mitrovica would be made up of 85 percent Albanians and 15 percent Serbs. It would change the ethnic structure in the north," Vucic said, adding that he and Dacic "stressed that a thing like that is not an option and cannot be discussed." He recalled that Pristina "also made a similar attempt regarding the appointment of a regional police commander which the Serbian side did not accept and the EU acted in a fair manner over the issue and did not insist on it."
