BELGRADE Aleksandar Vulin says voting in the local election in Kosovo will be organized wherever there are Serbs who were displaced from Kosovo, or born in the province. When the local election is held in Kosovo on November 3, Serbs will turn to and communicate with the OSCE, the head of the Government Office for Kosovo and Metohija told the daily Vecernje Novosti in an interview.
