BRUSSELS, BELGRADE The European Commission delivered on Tuesday a draft for the talks with Serbia, Tanjug has learned at the press service of the Council of the EU. The document was submitted on Tuesday for review to the Council of Ministers the Working Group on Enlargement and Countries Negotiating Accession to the EU, according to the statement. The same source confirmed that the EU foreign ministers should adopt the document in October, and the European Council in December. The draft has to be adopted unanimously by all 28 countries in the coming months, following the deadline set by the European Council that the talk should start by January 2014 at the latest. The framework for the talks sets down the principles for the process and obligations for the negotiating parties. The document contains the key principles that represent the EU's first view and guidelines for the talks until their end.
