The faction of Germany's ruling CDU/CSU says it was standing by its position that Serbia must fulfill all seven demands as the condition for starting EU talks.

BERLIN The faction of Germany's ruling CDU/CSU says it was standing by its position that Serbia must fulfill all seven demands as the condition for starting EU talks. It also noted that "concrete agreements between Belgrade and Pristina are now necessary." Germany insists Serbia must fulfill its demands "Before EU foreign ministers meet on Monday, the two sides need to come to a clear, detailed and unquestionable agreement in written form and the governments of both countries need to fully accept it, which would enable a verifiable implementation of the agreement by the EU summit set for June 27 and 28, by which time the Bundestag (German parliament) is also supposed to make its decision about the start of Serbia's membership talks," said deputy chairman of the CDU/CSU faction Andreas Schockenhoff. "On September 13, 2012 in Belgrade, the CDU/CSU faction presented seven demands to Serbia for the start of accession talks, and the decision regarding the start of accession talks with Serbia will be made in accordance with the extent to which these conditions have really been met and the sustainability of the implementation of reforms and agreements," Schockenhoff said. In a statement published on the party's website on Thursday, he said the CDU/CSU faction "supports Serbia's and Kosovo's EU integration and welcomes the readiness of EU High Representative Catherine Ashton to continue the process of dialogue between Belgrade and Pristina, noting that both sides have taken important steps but numerous differences still need to be overcome." Schockenhoff said that "clear and concrete agreements are now needed on the rights of Serbs and abolishment of parallel structures in northern Kosovo, as well as transparent flow of Serbian money, which need to be accepted by the population in the north." "It is also necessary to adopt a clear plan for the implementation of these agreements, which includes a EU monitoring report," he said.
